Research on AI systems from IBM, Microsoft, and Amazon revealed a concerning disparity in accuracy, with significantly higher error rates in identifying darker-skinned women compared to light-skinned individuals.

These biases can have tangible consequences, particularly in facial recognition technology where misidentifications can lead to wrongful arrests, especially affecting communities of color and marginalized populations.

As the world undergoes an ongoing “AI revolution,” the adoption of AI technologies by businesses has surged, with a 27% increase in usage over the past four decades. Governments and corporations are increasingly leveraging AI algorithms for various tasks like credit scoring, recruitment, healthcare, and education, showcasing their growing impact and versatility.

However, the efficacy of AI systems is contingent on addressing inherent biases. Without deliberate efforts to mitigate partiality in AI development, these algorithms are prone to perpetuating discriminatory outcomes, akin to the challenges observed in facial recognition software.

Recognizing the imperative for ethical AI practices, the Biden administration released two pivotal documents in October 2022: the Blueprint for an AI Bill of Rights and an executive order outlining new standards for AI safety and security. These initiatives aim to guide the responsible development and deployment of AI, emphasizing the protection of legal rights and the promotion of democratic values.

Despite these efforts, regulatory actions by Congress to govern automated technologies remain pending. To ensure the ethical use of AI on a global scale, collaborative legislative frameworks that prioritize fairness and justice must be adopted by international partners.

Advocates are urging Congress to support H. Res. 649 introduced by Rep. Espaillat, which advocates for a comprehensive approach to AI governance. This resolution seeks to establish an inclusive AI strategy grounded in principles of civil rights, privacy, equal opportunities, and access to essential services. Additionally, it proposes leveraging government funding for AI infrastructure, education, and research projects across the Western Hemisphere, fostering collaboration with international organizations to uphold ethical standards in AI governance.

As AI-driven challenges evolve, including threats to democracy, legislative actions like H. R. 4611, the Candidate Voice Fraud Prohibition Act, are crucial in safeguarding against malicious use of AI-generated content in political contexts.

The U.S. holds a pivotal role in shaping AI regulations in the Western Hemisphere, emphasizing the importance of proactive measures to steer AI advancements towards ethical and beneficial outcomes. Time is of the essence to establish robust governance frameworks through initiatives like H. Res. 649, ensuring that AI serves as a force for progress rather than detriment in our society.
