Senate Bills 892 and 893 were introduced today by Senator Steve Padilla (D-San Diego) with the objective of leveraging California’s economic influence to establish a public artificial intelligence (AI) resource and a framework for ethical and secure AI service providers engaging with the state, a significant technology consumer in the nation.

Currently, private entities developing AI technologies are the ones establishing the standards and safeguards governing their use.
Senator Padilla expressed dissatisfaction with Congress’s inaction and the resulting regulatory vacuum, leaving the public vulnerable to the potential risks associated with AI. He asserted that California must take proactive measures in the absence of federal intervention.
The proposed legislation put forth by Senator Padilla seeks to empower California by leveraging its economic influence. Senate Bill 892 mandates the Department of Technology to establish security, privacy, and contractual standards for AI services. Additionally, starting from August 1, 2025, the state is prohibited from entering into contracts for AI services unless the providers comply with these standards.

Furthermore, the bill package aims to transform AI services for the public by harnessing the research capabilities of California’s top universities and funding essential infrastructure projects to create the California AI Research Hub. This initiative, as outlined in SB 893, involves collaboration between academic institutions, the Government Operations Agency, the Governor’s Office of Business and Economic Development, and the Department of Technology. The establishment of the California Artificial Intelligence Research Hub aims to facilitate research, development, deployment, and application of AI technology while ensuring data security and addressing potential societal risks.
