The report issued by Microsoft Threat Intelligence underscores the concerning trend of AI-generated content being used by Chinese propaganda entities to provoke outrage and manipulate electoral outcomes in East Asia. Moreover, Chinese government-affiliated accounts have been implicated in the dissemination of AI-generated media designed to incite turmoil within the US political landscape.
One notable example cited in the report is an AI-generated image attributing the 2023 wildfires in Hawaii to a purported US-manufactured “weather weapon.” Additionally, another piece of AI-generated content sought to instill distrust in the US government following a train derailment incident in Kentucky in November 2023.
The Chinese social media accounts in question often prompt their followers to express their preferences regarding presidential candidates, indicating a potential agenda to gather intelligence on key voting demographics in the US. Microsoft posits that these accounts may be strategically collecting data to influence electoral outcomes.
While the current level of threat posed by these activities is considered low, Microsoft’s report emphasizes the possibility of China’s AI-driven influence campaigns yielding more significant impacts in the future.

Both reports underscore the role of “Spamouflage” accounts, identified as “Storm-1376” by Microsoft, associated with the CCP in spreading divisive and often AI-generated content.
Drawing parallels to Russia’s interference in the 2016 US presidential election, the ODNI report likens China’s recent influence operations to those orchestrated by Russian troll farms. Furthermore, recent media coverage has suggested that former President Trump authorized a CIA initiative to discredit the Chinese government through social media platforms during his tenure.
