Ukraine’s progress in artificial intelligence (AI) development is advancing rapidly, surpassing even tech giants in the U.S. and China, especially amidst the ongoing conflict with Russia. Despite this, experts emphasize the crucial role that America plays in supporting this swift progress.
Benjamin Jensen, a senior fellow at the Center for Strategic and International Studies, pointed out the underestimation of the U.S. military regarding the infrastructure costs essential for combat AI. He highlighted Ukraine’s approach of building AI capabilities from the ground up, which he described as antifragile, scalable, and efficient compared to the top-down, costly Pentagonese method employed by the U.S.
The U.S. became aware of Ukraine’s remarkable AI advancements early in the conflict. Brett Velicovich, a Fox News contributor stationed in Ukraine in 2023, praised the extraordinary achievements of Ukrainian technicians in the AI domain, which were previously unknown to the U.S.
Velicovich and other experts detailed the diverse applications of AI in Ukraine, ranging from facial recognition for identifying war criminals to drone guidance systems, satellite analysis for detecting war crimes, and countering Russian disinformation.
President Biden’s meeting with Ukrainian President Volodymyr Zelenskyy in 2023 underscored the strategic importance of Ukraine’s AI capabilities. Jensen highlighted Ukraine’s Delta situational awareness system, integrating various technologies like visual recognition and geolocation mapping, supported by open-source data from the Ukrainian populace.
Despite the accolades for Ukraine’s AI initiatives, Jensen emphasized the significant role of U.S. foreign aid programs in facilitating these advancements. Collaboration between the U.S. and Ukraine in data sharing and technology partnerships has been instrumental in enhancing systems like the Ukrainian digital identity platform for improved aid delivery and crisis response.
James Hess, a professor at the American Public University System, emphasized the critical role of U.S. data in assisting Ukraine’s AI developments, particularly in managing the overwhelming data complexity of battlefield environments. The focus now shifts towards enabling real-time communication of AI-processed data to enhance on-field targeting and coordination for Ukrainian troops.
