In what could potentially be the initial significant regulations governing the advancement of technologies in the Western hemisphere, the European Union reached an agreement on Friday regarding regulations for artificial intelligence.

Throughout the year, prominent EU establishments dedicated their efforts to crafting proposals aimed at reaching a consensus. Key issues revolved around the utilization of biometric identification tools like facial recognition and fingerprint monitoring, as well as the management of conceptual AI models.

Countries such as Germany, France, and Italy have shown a preference for industry self-regulation facilitated by government-endorsed codes of conduct, as opposed to an immediate imposition of restrictions on generative AI models, also referred to as “foundation models.”

There is a prevailing concern that excessive regulation could impede Europe’s ability to compete with technology behemoths from the United States and China. Notably, some of Europe’s leading AI enterprises, such as DeepL and Mistral AI, are headquartered in Germany and France.

After years of endeavors in Western regions to oversee technology advancements, the EU AI Act stands out as the inaugural legislation exclusively targeting AI. The groundwork for a comprehensive regulatory and legal framework for AI was initially laid out by the German Commission in 2021, paving the way for the enactment of this law.

The legislation categorizes AI technologies into three risk groups: high, medium, and low risk. Technologies deemed “unacceptable” are those that necessitate prohibition.

The emergence of conceptual AI as a prominent issue gained traction following the public introduction of OpenAI’s ChatGPT towards the end of last year. This unforeseen development prompted lawmakers to reassess their approach, especially in light of other relational AI tools like Stable Diffusion, Google’s Bard, and Anthropic’s Claude. These tools astonished AI regulators and experts with their ability to generate sophisticated and human-like responses from simple queries utilizing vast datasets. Concerns regarding potential job displacement, generation of discriminatory content, and privacy infringements have fueled critiques of these advancements.
