The policy includes a comprehensive list of dos and don’ts for employees engaging with generative artificial intelligence technology.

A new policy and training video were unveiled by Governor Phil Murphy, providing state employees with essential dos and don’ts for utilizing generative artificial intelligence. This technology involves conceptual AI and deep learning models capable of generating high-quality text, images, and other content based on user prompts. The policy encourages employees to experiment with different triggers and verify the accuracy of generated information. Furthermore, employees are instructed to label content when using relational AI and abstain from soliciting sensitive or private data from these AI models.

Collaborating with InnovateUS, a program at Northeastern University focused on developing training curricula for government agencies, the state’s Office of Innovation produced an explanatory video to enhance state employees’ understanding of integrating conceptual AI into their daily tasks effectively.

Following the release of the video, New Jersey state government employees will undergo comprehensive training on the development, application, and risks associated with relational AI. The Office of Innovation, in partnership with InnovateUS, plans to launch a free, self-paced training program and interactive workshops tailored to state employees, commencing the following year.

The generative AI policy in New Jersey encompasses various use cases such as drafting memos, engaging with the public, translation, summarization, data analysis, and content creation including images, audio, and video production.

Governor Murphy emphasized the core values of empowerment, participation, clarity, creativity, and risk management as guiding principles for utilizing evolving technologies in the government sector. The policy was introduced subsequent to the establishment of an AI workforce by executive order in October, tasking the State Office of Information Technology with formulating regulations to govern and facilitate the use of AI technology within companies. The task force, spearheaded by Governor Murphy, aims to explore new AI advancements, evaluate their societal impact, and provide recommendations for government initiatives promoting their responsible use.

Governor Murphy expressed the importance of empowering government professionals to leverage cutting-edge technologies like artificial intelligence confidently. The provision of guidance marks the initial step towards enabling government employees to harness revolutionary tools such as synthetic intelligence effectively.

Several states are currently researching generative AI to establish their internal policies. Kansas, for instance, announced plans to introduce adaptable guidelines in September, positioning itself among the states at the forefront of developing relational AI policies.
