ITI, a worldwide trade association, recommended last week that Congress and the Biden administration focus on specific policy actions to maintain the United States’ position as a global leader in technology and innovation, with a particular emphasis on AI.

Jason Oxman, the President and CEO of ITI, stated that “AI exemplifies how technology remains a crucial driver of the American economy and the quality of life for Americans.” He highlighted that technology will propel cutting-edge research, innovative manufacturing, and offer solutions to pressing issues like climate change. Given the upcoming challenges, ITI stresses the importance of taking action this year to secure U.S. leadership in software.

ITI’s 2024 Tech Issues in Focus report underscores AI, national security, supply chains, information flows, and various opportunities for U.S. leadership.

The organization is dedicated to advocating for policies that bolster U.S. competitiveness and growth in the technology sector. As the 118th U.S. Congress progresses and the Biden Administration enters its final year, ITI remains committed to this cause.

Regarding AI, ITI predicts that all sectors of the economy will undergo significant transformations due to the evolution and integration of emerging technologies. These advancements will aid businesses in addressing operational hurdles such as research and development, cybersecurity, and software engineering.

ITI recommends that the Biden administration and Congress endorse the adoption of risk-based governance frameworks like the NIST AI Risk Management Framework developed by the National Institute of Standards and Technology. Moreover, they emphasize the importance of aligning with Biden’s recent executive order on artificial intelligence.

Furthermore, ITI urges Congress to allocate full funding towards NIST’s AI Risk Management Framework and the National Science Foundation’s National AI Research Resource, emphasizing the need for modernized IT infrastructure to optimize AI utilization.

Additionally, ITI calls for a heightened focus on enhancing cybersecurity by 2024.

The organization acknowledges that our digitally-driven world relies on an interconnected Internet ecosystem that fuels economic growth, innovation, and opportunity. However, this connectivity also exposes vulnerabilities to evolving cybersecurity threats targeting sensitive data, networks, and critical infrastructure. ITI proposes that the U.S. take a lead in crafting cybersecurity regulations to thwart cyberattacks and cultivate trust, innovation, and data flow critical for leveraging the benefits of technological advancements like AI.

ITI suggests collaboration between lawmakers and the private sector to achieve common objectives outlined in the National Cybersecurity Strategy, emphasizing network safety, transparency enhancement, and software supply chain security.

Moreover, ITI advocates for continued public-private partnership in implementing the voluntary U.S. Cyber Trust Mark program. Lastly, the association urges the government to uphold existing regulations for Federal cyber incident reporting.
